  • Using Strategic Planning to Build Administrative and Program Capacity

    A provider of intellectual disability and behavioral health services engaged FLC LLC to create a three year Strategic Plan and Balanced Scorecard with a particular emphasis on growing the organization’s administrative capacity to ensure the long-term sustainability of services. Our consultants conducted multiple meetings to solicit input from a diverse group of stakeholders including the provider’s leadership team, program and administrative supervisors, direct care and support staff, board members, consumers and families. Through these efforts the organization established a strategic direction, developed a detailed project management plan to implement strategic initiatives and created a variety of key performance indicators to measure program, financial and administrative success.


    At the conclusion of the planning process, FLC LLC helped the client to implement a variety of fiscal related strategic initiatives that were identified as part of the organization’s Strategic Plan. FLS LLC continues to help the client manage on-going Strategic Plan activities while serving as a staffing a resource for financial and program office management teams and delivering staff trainings on a variety of topics.


  • Creating a Quality Management Structure that Achieves Regulatory Compliance and Ensures Participant Safety

    A Pennsylvania-based human services provider engaged FLS LLC to help address on-going compliance challenges that culminated in license revocation proceedings. FLS LLC conducted a comprehensive review of operations to identify possible contributing factors to these challenges and made recommendations to improve performance. Following this review, FLS LLC worked with the provider to incorporate risk management and trend analysis capabilities into its existing quality management structure and implement new recruitment and retention strategies designed to reduce turnover, limit overtime and enhance staff competencies. These combined efforts have led to more consistent and positive licensing reviews.


    While this work was ongoing, FLS LLC helped the client’s management team and legal counsel to communicate strategically with state regulators, develop written plans of correction and respond to effectively settlement drafts.


  • Developing Strategies to Diversify Funding Sources and Meet Community Needs

    FLS LLC was contacted by a provider that was interested in implementing a series of nonresidential services to offer additional opportunities for the people they serve. FLS LLC assisted the provider assessing community needs, reviewing reimbursement rates and developing a detailed understanding of various licensing and program enrollment requirements. FLS LLC also worked with provider fiscal staff to create a detailed financial planning document that calculated expected budget and revenue forecasts for the new services.


    During the implementation phase of the project, FLS LLC helped to draft required policies and procedures, create and implement quality assurance checklists and related QM processes, market the new services to a variety of stakeholders and modify the provider’s existing Strategic Plan to add new key performance indicators to track program performance.


    FLS LLC currently assists the client by providing on-going program and financial management activities.


  • Creating Organizational Efficiencies through Strategic Partnerships

    FLS LLC was engaged by a multi-state human services provider to identify and realize new revenue generating opportunities including additional service offerings and affiliations, mergers and acquisitions.   As discussions with a potential provider partner developed, FLS LLC provided project management services by facilitating due diligence activities amongst the parties and conducting financial analyses and reviews of non-financial items related to merged entity culture, policies and services.
